Rules of aircraft procurement:
The first 90% of the program budget will be spent on research and development.
The next 90% will be spent on testing prototypes and setting up production.
The remaining 90% of the program budget will be spent on producing the aircraft.
The other 90% will be spent on spares and maintenance.
The final 90% will be spent on operational costs.

Yep, which is why I lean toward it being a good idea. Cuts out a lot of those costs. Also, frankly I am worried we are getting dangerously low on the number of operational a/c we have. The current generation of UAVs are going to be useless in a conflict with any power with even a minimal anti-air capability.
